ExpeDat 1.22B, SyncDat 1.9B, MTP Tunnel 1.2B, MTP SDK 4.5.1

A maintenance release for all MTP software is available.

• Improved Ultra Low Speed Performance
  New optimizations for paths down to kilobits per second with up to sixty seconds of latency, such as some hardened satellite links.
• Fixed Missing Windows Code Certificates
  Some ExpeDat 1.22A executables were not properly signed.
• Fixed Debugging Download Crash
  Crash could occur when a file download failed to start while debugging was enabled.
